I'm not sure whats holding them up sending out the keys those have already filled out forms and requested. If anything I think its a ploy to get you to rent from over priced server providers.. well most of them anyway. DICE really needs to come off this ranked server way and follow how Infinity Ward allowed servers to be setup by the community for the community. In current economic times it makes sense to do this cause not everyone can afford to host these expensive servers.
